Complaint - No spawn rules but do not over do it please

I have notice that some players camp at spawn points. This is no the way to make points or play.
It is funny if a map is broken sure. Heck if there is only one spawn point, what can you do !

But on a normal map, this is not cool.

This probably wont be possible.
Some cs1.6 server, if a players is on that zone a lot of time, he starts to take damage.
As hl2dm is a speedy game, what we can do is, if a player in near a spawnpoint for more than 8 seconds, it starts to take damage.
ofc there are issues like spawnpoints being too much close, examples:

So player can take damage in all that space, which is undesirable
