As we know, zeitgeist has a lot of players playing all time, therefore I suggest we create a time when everyone tries to play on server. This can bring a good gameplay frequently, and not rarely.
I suggest we use the Ukranian time (because it's a middle point between half of russia (Chelyabinsk ) and Ireland).
We can try:
-> Kiev 20h00 (Ireland 18h and Chelyabinsk 22h)
-> Kiev 21h00 (Ireland 19h and Chelyabinsk 23h)
I like your idea, it could increase the chance of meeting another player so we get more play in the server. I think many join, hang around for 5 mins and then leave the empty server. For having players in the server, maybe it would be best to find a time in the afternoon, in hopers of having some play continuing in the evening.
In my opinion it would be better to use UTC time than Kiev time, most are familiar with their UTC time zone. Not necessarily so familiar with Kiev time.

I used the Kiev time bc the diference of time is less,
For example, Chelyabinsk its +4hours of UTC
Could this be an automated message to people on Discord?
I cannot create automatic messages on Steam group chat, there is no API for it. Steam is too lazy to create / publish one.
Trouble is though that we do not have many followers on Discord
