Your FPS have absolutely nothing to do with the server, FPS is how many images can be shown to you by your computer per second. This can depend on many factors, the type of map, how powerful is your GPU, or what type of GPU it is.
I imagine that none of these server server any less than 200 FPS to the client.
If you want to compare servers on that concept, the only difference would be if a server adds more effects currently playing at the time of recording the FPS.
A fair comparison then would be to do this on the same map in each server, looking at the same area, with the same amount of players on each server. And I can tell you the difference would be minimal.
